I always try to wear a belt that matches the dress, because I’m short (5’3”). I also prefer that my stalkings and shoes be either the same color or as dark as my shoes and dress hem. That’s one area where this outfit fails. Also the belt on the outside gives a choppy effect with a light dress and black sweater/jacket. The hemline is too high. The boots too shiny. I often wear something close to this. I have a similar cascading cardigan in black. But I wear mine with a pencil skirt that hits to the knee, non shiny black leather boots and a black and white blouse and wide belt worn on the blouse, not the sweater. I allow that to cascade. Also, if you like belt over sweater I would suggest a bright, and shorter cardigan over the gray dress with a belt the same color of the dress and patterned hosiery and shoes also gray.

My rule of thumb is that if you have to ask, "Does this outfit look good on me?", then it doesn't! I try never to buy anything unless bells go off in the dressing room--otherwise, you're probably making a mistake. If you have to think about it or ask that question, you're better off leaving that item behind and investing that money in something else that truly flatters you.
For what it's worth--

Can she rework the outfit with a funky low slung belt with an interesting buckle belted around a longer knit dress in a jewel tone color, a great statement necklace and the black knit jacket on top and her black boots. Just a thought.
